R.R. Tomlinson, studied etching under Sir Frank Short at the RCA, 1906 - 1909. He won a Royal Exhibition Scholarship and travelled extensively in Europe. He became chief pottery painter and designer to Bernard Moore and from 1913 to 1919 was art director of Crown Staffordshire Porcelain. He was principal of Cheltenham School of Art and from 1925 to 1951 Senior Inspector of art to the LCC. From 1939 to 1947 he was also acting Principal of the Central School and supervised the Central contribution to the Stalingrad Sword. A painter in oil and watercolour, he also wrote on art, including "Lettering for Arts and Crafts", "Memory and Imaginative Drawing", and several books for children.
